Financial statements of Tomball ISD are annually submitted to both The Association of School Business Officials (ASBO), International and The Government Finance Officers Association (GFOA) for review. These organizations encourage excellence in financial reporting by state and local governments, and enforce strict disclosure requirements on entities requesting review. Tomball ISD is committed to significantly higher standards in financial reporting and has received the following awards for financial statement presentation and disclosure. It should be noted that out of 1,022 school districts in Texas only 80 received the GFOA award and only 51 received the ASBO award.

Tomball ISD has also received a AA+ rating with Standard & Poor's and an Aa1 rating with Moody's.  In Texas, only 23 districts have received a AA+ rating with S&P out of 1,022 possible school districts and only 16 or 1.56%have received an Aa1 with Moody's.
 

Moody's Investors Service on September 28, 2020 made the following statement, "The Aa1 underlying rating reflects a large and growing tax base anchored by the strength of the Houston economy, above average resident income levels and solid financial performance that has resulted in healthy reserves. The rating also considers an elevated debt profile with modest exposure to variable rate debt, and a minimal pension burden.

The Aaa enhanced rating is based on the rating of the Texas Permanent School Fund and the structure and legal protections of the transaction which provide for timely payment by the PSF if necessary. Moody's currently rates the Permanent School Fund Aaa stable.

We regard the coronavirus outbreak as a social risk under our ESG framework, given the substantial implications for public health and safety. The coronavirus crisis is not a key driver for this rating action. We do not see any material immediate credit risks for Tomball Independent School District, TX because of its high reserves and liquidity which provide a cushion to weather any unforeseen financial obstacles. However, the situation surrounding coronavirus is rapidly evolving and the longer-term impact will depend on both the severity and duration of the crisis. If our view of the credit quality of the district changes, we will update the rating and/or outlook at that time."
