Understanding Tomball ISD’s Role in Texas Education Freedom Accounts (TEFA)
The Texas Education Freedom Accounts (TEFA) program is managed by the Texas Comptroller’s Office and a third-party organization called Odyssey not by Tomball ISD.
While we do not manage the program, we are happy to help families by providing documentation that may be needed for the application process.
How Tomball ISD Can Help
1. IEP Documentation
If your child has been evaluated and found eligible for special education services by Tomball ISD, we can upload your child’s most recent IEP to the state’s APEX-ESA system if it is required for your TEFA application.
IEPs do not need to be uploaded if your child was enrolled in a Texas public school during:

The 2023–2024 school year
-
The 2024–2025 school year
-
The snapshot period of the current school year

Unique Student ID (UID)
A Unique Student ID (UID) may be required during the TEFA application process.

If your child is currently enrolled in Tomball ISD:
You can find the UID in the Home Access Center (Parent View or Student View). -
If your child was previously enrolled in a Texas public or charter school:
You can use the TEA UID lookup tool:

If your child receives Child Find special education services and was evaluated by TISD but is not currently enrolled in a Texas Public or charter school: Your child has already been assigned a UID. Please complete this link Request IEP uploads and UID numbers to receive it.

If your child has never attended a Texas public school and has not been evaluated for special education:
Please contact your campus registrar for guidance or for contact information for the Comptroller’s Office. You may also submit a ticket to Odyssey.-

For your child’s privacy and protection, we will verify parent/guardian identity before releasing a UID by email.
Special Education Evaluations (Child Find)
Tomball ISD continues to meet its Child Find responsibilities. If you believe your child may have a disability, you may request an evaluation. The district will follow required timelines to review your request and determine next steps. Complete a request for evaluation.
Instructional Setting Codes
During the TEFA application process, families with an active Texas IEP on file with TEA may be asked to select an instructional setting code.

Contact your campus diagnostician, speech-language pathologist (SLP), or case manager for help locating it.
What Tomball ISD Cannot Provide
TEFA Disability Certification Form
If your child does not have an IEP in place during the TEFA application window, TEFA allows families to have a licensed professional complete a Disability Certification Form. Tomball ISD employees cannot complete this form. The district must follow federal & state procedures, which require a Full Individual Evaluation (FIE) and ARD committee documentation to determine eligibility for special education. Families may have a qualified medical professional complete the certification form if needed.
