TOMBALL — Tomball ISD Chief Operating Officer Dr. Steven Gutierrez has been named the 2026 Central Office Administrator of the Year by the Texas Association of Latino Administrators and Superintendents (TALAS), recognizing exemplary leadership and service in public education.

The award honors central office leaders who demonstrate outstanding achievement in leadership, innovation, mentorship, advocacy, and operational excellence while making a meaningful impact on students, staff, and school communities across Texas.

With more than 22 years of experience in Texas public education, Dr. Gutierrez serves on the Superintendent’s Cabinet and oversees Administrative Services, Athletics, Child Nutrition, Environmental Services, Facilities Management, Fine Arts, Health Services, Safety and Security, and Transportation. His leadership has been instrumental in guiding Tomball ISD through rapid growth while maintaining its reputation as the only A-rated school district serving Harris and Montgomery counties and the No. 1 Best School District in the area.

Among his many accomplishments, Dr. Gutierrez has played a pivotal role in strengthening safety and security across Tomball ISD. He has led efforts in partnership with the Harris County Precinct 4 Constable’s Office to ensure every campus is supported by a dedicated School Resource Officer. He has also overseen significant investments in campus security, emergency preparedness, and long-range facilities planning, while helping guide bond initiatives and growth strategies that support the district’s continued expansion and excellence.

Beyond Tomball ISD, Dr. Gutierrez serves as President and Founding Board Member of TALAS, where he is committed to developing and supporting the next generation of Latino educational leaders. As the first-generation son of an immigrant and migrant farm worker, he credits education with transforming his life and remains dedicated to creating pathways of opportunity for all students.

“I am deeply honored to be recognized by TALAS, an organization that has played an important role in my development as a leader,” said Dr. Gutierrez. “As the son of an immigrant and migrant farm worker, I carry with me a deep appreciation for the transformative power of education. I share this recognition with the dedicated educators, staff, and administrators of Tomball ISD who are committed to creating environments where all students can thrive.”

Dr. Gutierrez’s recognition reflects his long-standing commitment to operational excellence, student safety, and organizational leadership that supports the district’s mission of empowering every learner.

Founded to support Latino educational leaders across Texas, TALAS continues to honor individuals whose leadership strengthens schools and expands opportunities for students statewide.
