Dr. Paloma Moreno Named Director of Multilingual Programs
TOMBALL - Tomball ISD is excited to name Dr. Paloma Moreno its new Director of Multilingual Programs.
Dr. Moreno is a familiar face in Tomball ISD, having joined Team Tomball in 2011. She most recently served as Assistant Principal at Tomball Intermediate School for the 2023-2024 school year.
"Under Dr. Moreno’s leadership and with her strong experience in multilingual programming, Tomball ISD will be able enhance both two-way and one-way dual language programs, fostering a dynamic learning environment where students can achieve fluency in both English and Spanish,” said Dr. Michael Webb, TISD Chief Academic Officer.
She began her educational journey in Tomball ISD and has served as a bilingual classroom teacher, Bilingual/ESL Instructional Specialist, and later transitioned to a campus leadership role in 2019 serving as Assistant Principal at both Tomball Elementary and Rosehill Elementary before being assigned to Rosehill Elementary full-time in the Spring of 2020.
In addition to her experience as an educator in a bilingual classroom and as a campus administrator, Dr. Moreno played a key role in the opening of the Two-Way Dual Language Academy at Rosehill Elementary. She was instrumental in creating a professional development plan, led student-recruitment efforts through Parent Sessions, continued to advocate the program and reported progress regularly to stakeholders. Most recently as an Assistant Principal at Tomball Intermediate, she spearheaded the plan to support the expansion of the TWDL Academy for that campus.
Dr. Moreno earned her Bachelor’s degree in Bilingual Education, her Master of Education in Administration and Supervision, and her Doctor of Education in K-12 Professional Leadership all from the University of Houston.

What made you interested in this leadership role?
“As an emergent bilingual student myself, I have always been passionate about serving in a role that supports language acquisition and celebrates and promotes multilingualism. I was interested in this role as it provided the opportunity to serve in a leadership position in a district that prioritizes developing language through an additive model that retains and develops a first language which I believe to be important to provide students with access to their culture and personal identity. I love being part of a team that provides students across Tomball ISD access to languages that they can leverage past their K-12 journeys and take with them well past their time with us. My favorite part of all of the roles I have served in has been supporting the design of instruction, especially the balance of focusing on high quality content instruction and language development. A crucial part of this role involves the instructional piece that I love and I’m excited to get to collaborate with teachers and staff all around the district to continue to provide all of our students access to rigorous instruction while developing multilingual abilities.”
What keeps you in Tomball ISD?
“Tomball ISD has been home for the past 13 years. In this time, I have been able to see how Team Tomball prioritizes students through personalized instruction, targeted intervention, and matches high expectations with high levels of support. I have been able to collaborate with amazing teachers, staff, and leaders across the district who exemplify what makes Tomball ISD great. I am excited for the opportunity to continue to serve in the district and community that have become home and push forward in the work that makes TISD the destination for excellence in all aspects, including multilingual programming and development.”
What does the future hold in the Multilingual Department under your leadership?
“Under my leadership, the Multilingual Department will continue to thrive and evolve to meet the diverse linguistic needs of our district and community. Students and families can be assured that they can expect the same high quality bilingual and ESL programming that focuses on providing the resources and support students need to be successful and rigorous and engaging LOTE programming. This work includes the continued collaboration across departments and campuses to support high quality teaching and learning. Overall, my vision for the future of the Multilingual Department is one of continued excellence, innovation, and high levels of support where teachers and staff are prepared and empowered to serve students throughout their language development journey in Tomball ISD.”
